Abstract

. SINERGI SAFEGUARDS SAFETY DAN SECURITY. Penggunaan energi nuklir untuk kepentingan kesejahteraan dan perdamaian dapat terwujud secara efektif dan
transparan apabila tiga komponen penting yaitu safeguards, safety dan security diintegrasikan di dalam suatu kesatuan infrastruktur. Mengkoordinasikan ketika
komponen safety, security dan safeguards ke dalam siklus bahan nuklir dimulai sejak
konsep sampai tahap dekomisioning diperlukan untuk menjamin pekerja, masyarakat
dan lingkungan dari bahaya paparan radiasi dan menjaga bahwa bahan nuklir hanya
dimanfaatkan untuk kepentingan damai. Ada beberapa kesamaan dan perbedaan
fungsi operasional diantara ketiganya. Makalah ini bertujuan untuk mengkaji kesamaan dan perbedaan yang melekat ada pada masing-masing komponen
sehingga dapat diidentifikasi sinergi yang dapat diciptakan dan tantangan yang perlu
dicari solusinya. Pengkajian dilakukan melalui studi beberapa pustaka kemudian
mengolahnya dengan menyertakan pengalaman bekerja di bidang teknologi nuklir.
Tersirat dari hasil pengkajian bahwa sinergi antar safeguards safety dan security
belum dilaksanakan di kebanyakan instalasi nuklir. Masing-masing komponen
berkembang dan dilaksanakan secara terpisah belum menyatu menjadi satu kesatuan
infrastruktur. Sinergi dan integrasi ketiganya diperlukan agar pekerja, masyarakat dan
lingkungan dapat lebih terproteksi dari potensi bahaya radiasi dan jaminan bahan
fasilitas dan bahan nuklir hanya untuk kepentingan damai dapat terwujud secara
transparan.

ABSTRACT
SYNERGY ON SAFEGUARDS SAFETY AND SECURITY. Nuclear energy for
prosperity and peaceful purposes can be realized effectively and transparently if
components such as safeguards safety and security are integrated in a one unit of
infrastructure. Coordinating of them within a fuel cycle life commencing from concept
design to decommissioning is necessity to ensure that worker, communities and
environment are fully protected from radiation hazard and also to ensure that facility
and nuclear material are merely for peaceful purposes. This paper is aim to assess
similarity and differences among them so as to identify potential synergy exist and its
challenges appear. The assessment is conducted by reviewing several libraries and
combining it with experiences gain during working at the field of nuclear technology. It
is noticed that synergy among safety, security and safeguards have not been yet
implemented in most of nuclear installations. Each of them is developed and realized
separately and has not yet to integrate become a one unit infrastructure. Synergy and
integration all the above components are important to ensure worker, communities
and environment are fully protected from radiation hazard and also to ensure that
peaceful purposes of nuclear material usage is fulfilled.
