Abstract

Problems related to water resources occurred in all parts of the world, including in Indonesia. Based on data from the United Nations in 2003, there were 1.3 billion people in the world do not have adequate access to clean water. In addition, the problem of water deficit also hit 31 countries around the world. To overcome this, the World Water Forum-3 in Kyoto, Japan in 2003, began a campaign of "water peace" in order to obtain global solutions related to issues of water resources. In Indonesia, the issue of water resources is characterized by an uneven distribution of water between islands, poor water quality, and high water demand. This issue is caused by the degradation of Watershed (DAS), not Unified coordination between sectors and between regions in water management, as well as economic activities that do not pay attention to aspects of sustainability. In the April 1998 after the economic crisis, the World Bank (World Bank) offers loan programs to the Government of Indonesia called the Water Sector Adjustment Loan (WATSAL). The third agenda WATSAL include ratification draft legislation into water resources Act No. 7 Year 2004. The World Bank's intervention reflected the contents of the article that led to the privatization of water as a cornerstone for economic development. The legislation was introduced the term watershed and the River Region in the management of water resources. National policies directed towards the management of water resources in watershed management and spatial planning, the introduction of the concept of balance of rights and responsibilities along the upstream-downstream in sustainable water management, the effectiveness of water use (surface water and ground water basins), improved sanitation and the environment, integration between sectors and between regions, irrigation management and drainage, public-private cooperation, and strengthening monitoring and evaluation of implementation of policies related to water resources. In RPJMN 2010 - 2014, water resources were accommodated in a few priorities, namely food security, Infrastructure, and also the Environment and Disaster Management.
