Abstract

ABSTRACT
THE ISSUES OF PLC AND FPGA IMPLEMENTATION IN NUCLEAR POWER PLANTS
.
The current implementation of instrumentation and control (I&C) platforms for the nuclear
power plants (NPP) is dominated by the digital-based platforms, i.e. Programmable Logic
Controller (PLC) and Field programmable Gate Array (FPGA). Despite the advance
applications in NPP, however, both platforms still require further investigations in terms of
the safety and security issues due to the different characteristics with the conventional
analog I&C system, the licensing challenges and the technology challenges. This paper aims
to address these safety and security issues of FPGA and PLC by reviewing the literatures
and their current technology developments. This paper surveys the state of the art
applications of both FPGA and PLC. Furthermore, the research and development to cope
with the current issues is highlighted. It is summarized that even though the FPGA seems
has better performance than the PLC, however, the relatively new applications in NPP
requires comprehensive verifications and validation during the developments. Furthermore,
the PLC, which were applied earlier are still attractive for researcher to really guarantee that
common cause failure (CCF) can be minimized.

ISU-ISU IMPLEMENTASI PLC DAN FPGA DI PEMBANGKIT DAYA REAKTOR
NUKLIR.
Implementasi terkini dari platform I&C untuk pembangkit daya reactor nuklir
didominasi oleh oleh platform berbasis digital, yaitu
Programmable Logic Controller
(PLC)
dan
Field programmable Gate Array
(FPGA). Terlepas dari aplikasi majunya di pembangkit
daya nuklir, namun dua
platform
ini masih membutuhkan investigasi lebih lanjut berkenaan
dengan keselamatan dan keamanan karena karakteristiknya yang berbeda dengan system
konvensional I&C analog, tantangan-tantangan dalam perijinan dan tantangan teknologi.
Makalah ini bertujuan untuk menjawab isu-isu keselamatan dan keamanan PLC and FPGA
dengan cara mengkaji literature dan perkembangan teknologinya terkini. Makalah ini
mensurvei aplikasi terkinidari FPGA dan PLC. Selanjutnya, beberpa penelitian dan
pengembangan bersesuaian dengan isu-isu ini didiskusikan lebih dalam. Disimpulkan
bahwa, meskipun FPGA terlihat mempunyai unjuk kerja yang lebih baik, namun aplikasi
yang relative baru di NPP membutuhkan verifikasi dan validasi yang komprehensif selama
pembuatannya. Selanjutnya, PLC yang telah diaplikasikan lebih dulu tetap menarik peneliti
untuk menjamin bahwa
common cause failure
(CCF) dapat diperkecil.
