This study aims to develop evidence-based policies and infra-structure for diverse Hajj pilgrim needs, aligning with SDGs.Hajj, Islam’s fifth pillar, is mandatory for physically, socially, andspiritually capable Muslims, despite ranking the last. AmongIndonesians, completing the Hajj holds profound significance. To support the pilgrimage, the government, through theMinistry of Religious Affairs, has established the Integrated HajjInformation System for Saudi Arabia pilgrim coordination. However, the system hasn’t fully accommodated people withdisabilities (PwDs), a significantly growing number, and primar-ily aged pilgrims with health issues. Thus, the Indonesian gov-ernment must endorse tailored provisions, infrastructure, andservices respecting PwDs’ human rights
